I would like to be able to purchase goods or services from sources other than the preferred suppliers when we find things that better meet our needs at better prices than the preferred suppliers can offer.

I appreciate having to use the contracted suppliers is frustrating but there are a number of reasons why this is the case.

Firstly as a public body we are bound by the Public Contracts Regulations which are written into UK Law.  We have to aggregate purchases of the same type across the University e.g. catering.  This means that whilst a single purchase might be low value, because across the University we buy the same product/ services all the time this means we have to comply with the law.  This constrains what we can do and means that we have to set up contracts for all staff to use.  

I appreciate that at times the contracts may seem poor value but I can assure you that we are looking at a lot more than purchase price to ensure the products you get are safe.  For example we have negotiated a deal with Apple Computers to get an extended warranty.  The specification of the machines we get through the contract is also different, they are enabled for network connectivity.  If you purchased an Apple product direct from say John Lewis, it would appear cheaper but it’s actually a worse deal.
