Once an institution has been approved as a partner of UEA, the process of validating individual courses and the management and monitoring of those courses begins. To enable this to happen UEA establishes either a Joint Board of Study or a Joint Committee with each of the partners with which the University has a validation relationship. The Joint Board of Study/Joint Committee operate to common principles, reflecting the different missions of the partners concerned and the scope of UEA's validation activity at each.  


Joint Board of Study/Joint Committee

The QAA UK Quality Code Chapter B10: Managing Higher Education Provision with Others requires UEA to take ultimate responsibility for the academic standards and the quality of learning opportunities delivered with partner institutions. One of UEA’s key mechanisms for doing this is the Joint Board of Study or Joint Committee that is established for each partner.

The Joint Boards of Study/Joint Committees monitor academic standards and quality and ensure consistency with equivalent programmes at UEA through the consideration of a number of areas, including:

  • New course proposals;
  • External Examiner reports and responses;
  • Overview of quality enhancement activities including SARE/ Annual Monitoring Reports, course and module monitoring reports;
  • Minor and major course changes;
  • Annual UEA Academic Link reports;
  • Outcomes of course validation, revalidation and institutional review events;
  • Academic Appeals and Complaints;
  • Management Information;
  • Employer engagement;
  • Learning resources;
  • Publicity material, websites and student handbooks.

Joint Board of Study/Joint Committees are encouraged to monitor the appropriateness of the terms of reference proposed by Learning and Teaching Committee in the context of partner institutions' own quality control structures and members' views of the particular requirements of validated courses at the institution.  Membership and Terms of Reference are reported to the first meeting of each academic year.

Membership of the committees is flexible in order to encourage the attendance of partner institution staff with an interest in validation.  The Chair will be a senior member of University staff and at least one student representative is present whenever possible.

Terms of Reference

The Joint Board of Study is a Committee of [institution name] and the Learning and Teaching Committee (a committee of the Senate) of UEA and represents those bodies.  It is charged by the Learning and Teaching Committee of UEA with oversight of the Quality Assurance arrangements of the Institutional Agreement between UEA and [institution name].

(1) To consider and advise the Learning and Teaching Committee on the Annual Review and Evaluation Report for each validated course which would include details of the intake for each year, External Examiners' reports, a note of any concerns felt by staff about the course, students' assessments of the course and the results of the students.

(2) To receive the annual report of the UEA Academic Link.

(3) To ensure that developmental conditions imposed by Validation Panels have been met by the times agreed.

(4) To receive delegated authority from the Learning and Teaching Committee for the general maintenance of validated courses in order to permit the Committee to concentrate upon policy issues and the validation of new courses.

(5) To consider proposals for new courses from the institution and share information on new course proposals from UEA.

(6) To keep under review teaching and academic facilities for the courses at the institution.

(7) To consider matters raised by the Course Committee and Examination Boards.

(8) To consider and advise the Learning and Teaching Committee and the equivalent institution body on issues relating to validated courses.

(9) To act as a forum for debate about teaching and learning philosophies and the implications for student experience and engagement and other institutional processes such as research and staff development.

(10) To invite staff from both institutions with an interest in validation and the courses validated to meetings.
